Graciela Castillo-Krings has more than 15 years’ public service in California government, most recently serving as Deputy Legislative Affairs Secretary to Governor Jerry Brown (D-CA). During her time serving the Brown Administration, Graciela negotiated, directly briefed, and advised the Governor on over 800 bills, and oversaw the regulatory implementation of legislation. Some of the bills she oversaw included the decriminalization of medicinal and adult-use cannabis, the streamlining of forestry and landscape management practices to prevent future wildfires, and reforms catalyzing the development and construction of affordable and market-rate housing. Graciela has in-depth insights to the California state budgetary process, which she developed through years of working directly with California’s Department of Finance to pass policy and fiscal changes through subcommittees, conference committees, and the full legislature. Prior to joining Sacramento Advocates and the Brown Administration, Graciela served as Legislative Aide to Assemblymember Lloyd E. Levine (D-CA-40), as Legislative Director for Assemblymember, now Senator, Jerry Hill (D-CA-13), and as Deputy Director of Legislative Affairs for CalRecycle.
