Julie Dunne is a Principal at Monument Advocacy. She has more than 25 years of professional experience in the policy realm and government procurement realms, where she has developed deep expertise on U.S. federal acquisition, federal IT modernization, supply chain security, cybersecurity, government management, and international trade issues. Ms. Dunne has served in senior roles at three federal agencies. Most recently, she served as the commissioner of the Federal Acquisition Service at the General Services Administration. As commissioner, she led a federal organization of 3,500 people with an $18.8 billion budget generated from fees charged on more than $75 billion in acquisition solutions and shared services provided to federal agencies. Her federal agency service also includes the Department of Homeland Security as an associate general counsel for general law and the Department of Commerce as a special assistant to the Assistant Secretary for Export Administration. Ms. Dunne has also served as professional staff on two congressional committees. Specifically, she served as staff director on the Government Operations Subcommittee of the House Oversight and Government Reform Committee, and as senior counsel on the Senate Homeland Security and Governmental Affairs Committee. Her policy/legislative portfolio included federal acquisition, federal IT management, cybersecurity, security clearance reform, civil service, census, and federal records. She also conducted numerous oversight projects, including major investigations of data breaches at a private sector entity and federal agency. In addition, Ms. Dunne has been in private practice in Washington, D.C. where she was a government contracts attorney and an international trade attorney. Ms. Dunne holds a J.D. from American University’s Washington College of Law and a M.S. in International Commerce and Policy from George Mason University. Her undergraduate degree is in Political Science and English from James Madison University.
